Equal
numbers of committee members representing employers and employees
administer Health Insurance Society independently according to
democratic rules, within the scope of their operation as stipulated
in the Health Insurance Act.

Society Committee
|
 |
The Society committee is the supreme decision-making entity
in the field. Its role resembles that of the Diet. The committee
determines policies and the means of implementation, deciding
on such important matters as rules, premium rates, operational
plans, budgets, and settlement of accounts. Members of the committee
are equally divided between those chosen by employers, referred
to as "appointed committee members" and those elected
by and from among the insured, referred to as "elected committee
members."

The board of directors implements committee decisions. Its role
resembles that of the central government. The board consists
of equal numbers of directors chosen from among the appointed
committee members and elected committee members.

A chairman of the board is selected from among the directors
belonging to the appointed committee members. The chairman represents
all of Health Insurance Society, and bears ultimate responsibility
for management.
|
The chairman of the board selects a managing director from among
the board members chosen from among the committee members, after
obtaining board approval. The managing director supports the
chairman of the board, and assumes charge of matters necessary
for the administration of insurance operation.
|
Auditors are selected one member each from the appointed and
elected committee members. These auditors oversee the operations
conducted and the state of the assets of Health Insurance Societies.
