How the Tokyo Securities Industry Health Insurance Society handles personal information


Ever since its founding in January 1950, the Tokyo Securities Industry Health Insurance Society (the Health Insurance Society) has carried out its operations with considerable care in the handling of personal information. Since the passage of the Personal Information Protection Law in May 2003 and its full implementation beginning in April 2005, organizations including businesses and health insurance societies have been required to fulfill certain obligations regarding the handling of personal information. Below, the Health Insurance Society discloses the concepts behind and efforts for achieving its protection of personal information.


The Health Insurance Society carries out its operations for the purposes defined in Article 1 of the Health Insurance Act: “to provide benefits for the non-occupational illness or injury, death, or childbirth of employees and their dependents, and to contribute to the betterment of the safety and welfare of the citizenry.” In addition, in accordance with Article 150 of the said Law, the Health Insurance Society works proactively in its operations to meet the requirement that an insurer “endeavor to carry out operations as necessary to maintain and promote the health of insured persons and their dependents, such as providing health education, consultation, and checkup services.” And from April 2008, the Health Insurance Society is obligated to handle a new operation defined in Article 24 of Act on Assurance of Medical Care for Elderly People:“to carry out special health guidances specified by Ordinance of Ministry of Health, Labour and Welfare, based on an implementation plan of Special medical checkups or othe rservices“

In accordance with these acts and other requirements, the Health Insurance Society not only covers medical costs related to illnesses and injuries sustained by insured persons and their dependents (“members”), but also subsidizes childbirth and funeral costs and assists members in meeting their costs in the event they lose income temporarily due to illness, injury, or childbirth. It also handles the operations necessary to maintain and promote the health of members, such as operation of clinic and recreation facilities, and health education, consultations, checkups, and specific health checkups and specific health guidance. In addition, since the enactment of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures in January 2016, the Society has handled administrative tasks related to the use of Individual Numbers as stipulated in laws and regulations.

To provide such services, the Health Insurance Society must handle personal information provided by employers and members.Therefore, the Society recognizes the safe management, storage and handling of such information to be an important issue of Society management, and it works to ensure that all employees related these services and other related parties involved in its activities understand this importance.

In addition, the Society carries out all of its operations in light of the requirements of the Privacy Policy on the following page, seeking to be a health insurance society that ensures high levels of transparency and earns the trust of its membership, by making every effort to protect members’ personal information and by disclosing what kinds of personal information it holds, and purposes of its use.
