Announcement concerning subsidy program for high-cost medical care benefits jointly operated by the Tokyo Securities Industry Health Insurance Society and National Federation of Health Insurance Societies

The Tokyo Securities Industry Health Insurance Society (“Society”) uses data on medical cost details and pharmaceutical statements (“rezepts”) jointly with the National Federation of Health Insurance Societies (“NFHIS”) to receive subsidies for high-cost medical care expenses incurred by the Society from a subsidy program administered by the NFHIS (“high-cost medical care subsidy program”). For these reasons, pursuant to the Act on the Protection of Personal Information, the Society announces the following:

Joint operations of the high-cost medical care subsidy program with the NFHIS

 

Health insurance societies and the NFHIS operate a subsidy program pursuant to Article 2 of the Supplementary Provisions of the Health Insurance Act, under which the NFHIS pays part of high-cost medical care expenses incurred by health insurance societies. In applying for such subsidy payment, the Society submits the following documents to the NFHIS High-Cost Medical Care Group: @ CSV-formatted data for electronic rezepts or copies of paper-based rezepts; A “data for payment of subsidies, including a summary of related details” or an “application for payment of subsidies, including a summary of related details,” showing the name and gender of the patient, whether he or she is the insured person or a dependent family member, whether the services covered were provided as inpatient or outpatient treatment, the year and month of treatment, and the billed amount of the rezept. These subsidies help reduce Society expenditures for high-cost medical care expenses.

Items indicated in the “data for payment of subsidies, including a summary of related details” or an “application for payment of subsidies, including a summary of related details” in the preceding paragraph, and all data items indicated on the relevant rezepts

4.

Purposes of use of the joint users of rezept data

 

The Society uses rezept data to apply to receive subsidies for part of high-cost medical care expenses it covers.
The staff in charge of high-cost medical care of the NFHIS High-Cost Medical Care Group, who receives applications from all health insurance societies, uses this data to check for any errors in the applications from the societies submitting the applications and to provide appropriate subsidies. In addition, it uses rezepts for 10 million yen or higher per month to draw attention to increasing medical costs, disclosing information such as amounts and primary disease names, after first removing any personal information.
